ANNUAL AVAILABILITY Every year, the Romanian Government, in collaboration with the Ministry of Foreign Affairs, extends a generous number of scholarships to individuals hailing from non-EU countries. To be eligible, applicants must exhibit an impressive academic track record, with a minimum cumulative average of 7 (seven) or the equivalent of a 'Good' score, as per Romania's grading system, for their last completed educational level.

FLEXIBLE FIELD OF STUDY Applicants are granted the liberty to choose their desired field of study across a broad spectrum of disciplines, with the exception of Medicine, Dental Medicine, and Pharmacy. At the undergraduate and master's levels, programs are conducted exclusively in Romanian, fostering the rich Romanian language and culture. However, at the PhD level, candidates have the option to pursue their studies in English or another foreign language as specified by the respective doctoral school. For those lacking proficiency in Romanian, a preparatory year is offered to ensure a smooth transition into their chosen study program. The application process mandates the submission of essential documents such as diplomas, transcripts, birth certificates, passports, and CVs.

COMPREHENSIVE SCHOLARSHIP COVERAGE Recipients of Romania Government Scholarships will benefit from the following: • Full coverage of tuition fees • Financing of accommodation in university dormitories, within the Ministry of Education's allocated budget (subject to availability) • Monthly financial support as follows: 65 EURO for undergraduate and preparatory year students, 75 EURO for master's students, and 85 EURO for PhD students

ELIGIBILITY CRITERIA To be eligible for Romania Government Scholarships, applicants must meet the following criteria: • Eligible Countries: International students from non-EU countries, with some exceptions, including: - Citizens of Romanian origin or from Romanian historical communities near Romania (entitled to different scholarship programs) - Citizens with protection status in Romania - Stateless individuals officially recognized in Romania - Members of diplomatic and consular corps or their family members accredited to Romania - Administrative and technical staff of diplomatic missions and consular offices accredited to Romania - Staff members of international organizations based in Romania or their family members - Beneficiaries of a Romanian state scholarship for the same study cycle • Present valid study documents from accredited/recognized educational institutions in their home country • Comply with the enrollment deadline • Demonstrate strong academic performance, with an average score of at least 7 (seven) or its equivalent • Adhere to the application submission guidelines • Not exceed the age limit of 35 for Bachelor and Master's studies, and 45 for Doctoral and postgraduate studies

LANGUAGE OF INSTRUCTION In a bid to promote Romanian language and culture, undergraduate and master's scholarship recipients are required to study exclusively in Romanian. Doctoral scholarship holders, however, have the flexibility to choose between Romanian and a foreign language specified by the doctoral school. For non-Romanian speakers, a preparatory year is provided to facilitate language proficiency, except for doctoral scholarship recipients who opt for a foreign language instruction mode.

Exemptions from the Romanian language preparatory year include: • Applicants with Romanian study documents (diplomas or certificates) or those with a minimum of four consecutive years of education in Romanian • Candidates who successfully pass the Romanian language test as per the prevailing regulations • Individuals with a certificate of linguistic competence in Romanian at a minimum level of B1, issued in accordance with existing regulations.

APPLICATION PROCESS Applicants are required to follow these application instructions: (1) Complete all sections of the online application form (2) Upload the following documents: - Copies of diplomas obtained, including the baccalaureate diploma or its equivalent, as well as bachelor's, master's, and doctorate degrees (if applicable), along with authorized translations into English, French, Spanish, or Romanian as needed. - Copies of transcripts from completed studies, with authorized translations into English, French, Spanish, or Romanian if necessary. - Copy of the birth certificate (or equivalent document) along with authorized translations into English, French, Spanish, or Romanian if necessary. - Copy of the first three pages of the passport or national identity document, along with authorized translations into English, French, Spanish, or Romanian if required. - Curriculum Vitae in English or French, in the specified format. Doctoral applicants should also include a letter of intent in English, French, Spanish, or Romanian. (3) The application may require additional documents for specific categories of candidates, as follows: - Proof of name change (if applicable), along with authorized translations into English, French, Spanish, or Romanian as needed. - Proof of passing the baccalaureate, bachelor's, or master's exam (as applicable) for graduates without a diploma yet, along with authorized translations into English, French, Spanish, or Romanian if required. - Proof of enrollment in the final year of studies, including the expected graduation exam date, along with authorized translations into English, French, Spanish, or Romanian if necessary. - Transcript documenting academic progress in the final year of studies up to the application submission date, with authorized translations into English, French, Spanish, or Romanian if required. - Copy of the certificate of completion of the Romanian language preparatory year or a certificate of linguistic competence (if applicable). - Notarized declaration of parental consent for candidates under 18 by the start date of the courses, with authorized translations into English, French, Spanish, or Romanian as needed.
